Flood Relief fund collections

In this month, India has faced severed flood damages in different states. This year, the flood damages are more in India. I hope, Indian Governments (State and Center) will do better things for affected people.
I have read the news that few cine actors and politicians collected flood relief fund from shop owners. Immediately I thought following things..

1. What about these people's individual contribution?
2. What about the politician's contribution? One minister has donated the ornament (Value is more than Rs. 40 Crores) to Lord Venkateswara (Thiruppathi) few months back and it is the highest donation to that god.
3. Will it reach all Aaam Aadmi people?
4. Anybody can assure no corruption, will be in the relief programs?
